A factory and worker quarters follow separate evidence paths. Screen Selangor CLQ or TLQ siting, certification, access and operating responsibility.

Worker accommodation does not become transaction-ready because it stands beside a factory or appears in a sale brochure. The production property and the accommodation follow different evidence paths. PLANMalaysia describes a centralised labour quarters, or CLQ, as a dedicated permanent or semi-permanent area or building with basic and supporting facilities, planned systematically for workers and its surroundings. KPKT’s framework also distinguishes CLQ from the procedure for short-term temporary labour quarters, or TLQ. Neither label proves that a particular building may be occupied, that the factory activity is compatible with it, or that the buyer can operate it after completion.

Do Not Buy an Accommodation Label

Start by identifying what is actually being offered. Is it a separate titled parcel, part of the factory land, a building on another owner’s site, a third-party CLQ contract, or a temporary proposal that has never been built? Is the seller offering land and building only, a managed accommodation business, or merely a claim that quarters could be approved later? Selangor’s official assembly archive shows that CLQ has been a recognised state planning and implementation subject in major industrial areas. That context is useful, but it is not a current availability list and gives no approval to the property in front of you.

  • Record the accommodation’s legal address, lot, owner, building type, current use and physical relationship to the factory.
  • Identify whether the proposal is existing CLQ, proposed CLQ, short-term TLQ, ordinary accommodation or an informal conversion.
  • List the intended employer, centralised accommodation provider, person in charge, occupants, capacity and operating period.
  • Separate evidence already issued from drawings, applications, consultant opinions and verbal plans.
  • Give no transaction value to a label that cannot be matched to a current approval, certificate, operator and address.

Operator judgment: create two asset cards, one for the factory and one for the accommodation. Each should show title and control, planning and building status, utilities, fire and safety systems, access, operating party, expiry dates and unresolved conditions. Join the cards only through documented rights and responsibilities. This stops an approved factory from being used to imply approved accommodation, or an accommodation certificate from being used to imply that a manufacturing process is acceptable on the neighbouring lot.

Run the Planning Track Before the Labour Track

The KPKT circular contains a national planning guideline for CLQ and a short-term TLQ application procedure. PLANMalaysia says the guidance was prepared to support state authorities, local authorities, agencies, developers, employers, manufacturers, operators and accommodation providers. That makes the relevant Selangor local authority the practical starting point for a real site. Confirm which current state and PBT requirements apply, because a federal guideline does not itself grant planning permission or building approval. A proposal beside an industrial use also needs careful treatment of buffer, access, noise, air, drainage, hazardous processes and emergency response.

  • Obtain title, survey and approved site plans for both the production and accommodation parcels, including every shared boundary and access.
  • Verify current land-use, planning, building and occupancy evidence with the relevant PBT and qualified advisers.
  • Confirm whether the intended form and duration fit a CLQ pathway, a TLQ pathway or neither; do not choose the label for convenience.
  • Map separation from hazardous operations, loading routes, emissions, noise, waste areas, drains, substations and emergency zones.
  • Check independent pedestrian and vehicle access, safe crossings, visitor control, emergency access and the route to basic services.
  • Record every agency comment, condition and required technical report against the exact proposal revision.

A temporary route should not become a permanent valuation assumption. If TLQ is genuinely proposed, establish the permitted period, triggering project, extension position, closure requirement, reinstatement and where workers will move afterwards. If the factory transaction is longer than the accommodation permission, model the business without that accommodation after expiry. For CLQ, test whether the proposed permanent or semi-permanent form, facilities and surroundings can be maintained over the intended operating life.

Run Act 446 Certification as a Separate Gate

A 2026 parliamentary answer from the Ministry of Human Resources explains that an employer or centralised accommodation provider wishing to use a building as worker accommodation must obtain a Certificate for Accommodation from the Director General of Labour under section 24D of Act 446. The answer also says the building must be fit for human habitation under relevant local-authority or other written law, and describes PBT confirmation as part of the evidence chain before the JTKSM application. This labour gate is separate from the factory purchase and from planning feasibility.

  • Match the Certificate for Accommodation to the exact address, building, operator, capacity and validity period.
  • Obtain the PBT suitability or habitation evidence and reconcile it with approved plans and the building physically inspected.
  • Collect the current accommodation layout, room schedule, sanitary, water, electricity, ventilation, waste and shared-facility records.
  • Identify who maintains cleanliness, safety, complaints, records, repairs and any required person-in-charge arrangements.
  • Check whether a change of employer, provider, capacity, layout or building triggers a new application, notice or approval with specialist advice.
  • Make occupation conditional on the complete current certificate and evidence pack; a pending application is not a certificate.

Do not compress these steps into a single 'hostel licence' line. Planning, building fitness, labour certification, fire and safety matters, utilities and operating controls can involve different authorities, records and responsible parties. The transaction team should build a matrix showing which document supports which legal or operating question. Missing evidence should be described precisely: for example, 'PBT suitability confirmation not provided for Building B' is actionable; 'licence pending' is not.

Price Access, Welfare and Operating Control

Even a documented accommodation building can fail operationally if nobody controls the daily system. Inspect how residents enter, reach work, receive visitors, cook, store belongings, use sanitary facilities, report defects and evacuate. Check the relationship between the living area and factory hazards at shift change, during truck movements and in an emergency. The image of a nearby dormitory can look efficient while concealing a dangerous road crossing, uncontrolled gate, insufficient maintenance budget or dependence on a third-party operator whose contract does not transfer.

  • Map a safe, lit and controlled route between accommodation and workplace without routing residents through loading or hazardous process zones.
  • Separate resident access from heavy vehicles and record how emergency services reach both buildings at all hours.
  • Review water, sanitation, drainage, waste, ventilation, cooking, laundry, pest control, security and repair arrangements against actual capacity.
  • Identify the employer and provider obligations, service contract, staffing, operating budget, insurance and evidence-retention owner.
  • Test what happens during factory shutdown, labour reduction, provider default, certificate lapse, infectious-disease controls or building closure.
  • Interview the responsible operator and inspect maintenance and complaint records rather than relying only on a staged room.

Operator judgment: model accommodation as a separately operated service. Show rent or service charges, utilities, cleaning, security, maintenance, transport, staffing, renewals, capital replacements and closure costs. Do not treat a reduced worker commute as guaranteed productivity or recruitment value without evidence. If the buyer does not want to operate accommodation, compare a verified third-party CLQ arrangement and transport plan. Proximity can be useful, but only after legality, welfare and operating control are established.

Classify the Proposal Before the Offer

Use one of four transaction classifications. Verified means the exact accommodation has reconciled planning, building, labour, access and operating evidence, with transferable or renewable controls confirmed. Conditional means the path appears plausible but named documents, works or consents remain outstanding and must be conditions precedent. Off-site means worker housing is supplied through a separate verified provider and transport arrangement, not represented as part of the factory. Unsuitable means the proposal conflicts with use, safety, access, welfare, timing or evidence requirements and receives no value in the offer.

  • Attach the classification and evidence schedule to the investment paper and property offer.
  • Give each outstanding condition an owner, document standard, completion date and failure consequence.
  • Prevent seller descriptions from surviving as broad warranties when the underlying agency evidence can be obtained and checked.
  • Keep a fallback workforce and transport plan that does not depend on the accommodation becoming available.
  • Recheck all approvals, certificates and operator arrangements immediately before completion and before occupation.

Worker accommodation can accompany a factory only when the two assets remain separately provable and jointly operable. Factory King can help buyers compare the production property and expose the accommodation questions early, while planning, labour, legal, fire, engineering and welfare specialists confirm the actual proposal. The right offer values verified control, not the convenience of a label.
